Roger Awan-Scully has been Dean of Arts and Social Sciences at Hong Kong Metropolitan University since August 2025. Roger completed his undergraduate degree at Lancaster and a masters at Durham before studying for a doctorate at the Ohio State University. His published work includes multiple authored, co-authored and edited volumes as well as numerous articles in some of the top journals within the social sciences. In addition to political science, his published work has intersected with history, law, psychology, sociology and, in some recent collaborations, sports sciences and public health. 

Prior to becoming Dean at HKMU, Prof Scully had held a number of major leadership roles, including as Head of Politics and International Relations at Cardiff University, Chair of the Political Studies Association of the United Kingdom, and the inaugural Director of the Academy of Geography, Sociology and International Studies at Hong Kong Baptist University. Prof Scully is an elected Academician of the UK Academy of Social Sciences; an elected Fellow (and former Council member) of the Learned Society of Wales; and a Fellow of the Royal Statistical Society. He was also winner of the UK Political Studies Association’s Political Studies Communicator of the Year Award in 2017, and of the University Mentor of the Year at the UK National Mentoring Awards in 2019. In 2025 Prof Scully was named by Research.com as one of the seven leading scholars in the whole of China within the field of Political Science.
