The influential nature of national, supranational and international statutes as a driver for local level change has long been the focus of debate. Although formal expressions of the extent of power and competence possessed by a range of legislative forums are often easily highlighted in elite documentation, the application and consequences of core principles requires a more nuanced approach. In addition, the statutory route also performs a vital ‘bottom-up’ function, and the domestic opportunities proffered by the formal legislative approach must also be afforded due consideration. This panel tackles such points of discussion and incorporates perspectives from sport and local housing.
