Why did America focus on rogue states at the end of the Cold War? How did 9/11 end up being 'all about Iraq'? As North Korea threatens East Asia with nuclear war and Iran stands on the brink of a nuclear capability how did we get to this critical point? Going beyond the vivid language associated with rogue states and the ‘axis of evil’ this work shows how the doctrine became central to the domestic and international goals of Bill Clinton and George W. Bush.
